Council Meeting - Trane Property - Wasena Park

It was a very, very long Council Meeting that I attended Monday. I went not only to present the pictures of the Trane Property that was staked off but to also support the Wasena Park group wanting to save the beautiful trees that will be cut down along the banks of the Roanoke River. This is part of the flood project being conducted by the Army Corps of Engineers. I went down to Wasena Park Sunday afternoon. I am SO jealous. The huge trees were showing their colors in all their splendor. The sun shown through them like a kaleidoscope. Take a moment to view the video. How I wish we had a park like that. It made me even more determined to hang onto this golf course. We all saw what the Countryside property means to the City and it did not include a "real" park. It was row upon row of houses, retail, and through traffic.

The "bench cut" to accommodate the flood reduction program at Wasena Park takes out Wiley Drive and will leave a permanent scar. It also prevents the disabled and our older citizens from reaching the Roanoke River picnic area. At least Council promised to revisit the aesthetics and the access when the engineers complete their work.

After 2 hours I finally got to speak. Mayor Harris left so he did not hear the "public comments". I had pictures printed of the stakes that you see on the blog. I included a picture of the map above because pictures of stakes did not tell you anything unless you could put them together in an overview. Council did look at them and then they ended up with Ms. Burcham.

In short I pointed out that this property line DOES interfere with play according to Meadowbrook management. That is unless Trane opens it's doors so golfers can play through. This conjures up scenes from the movie "Caddyshack" doesn't it?

The bottom line is - according to Ms. Burcham, the City Manager, Meadowbrook had blessed the previously measured property lines. However, I explained that the stakes were far from what had been initially measured out according to Steve Smith, the golf course manager and golf pro, and would require the impossible task of reconfiguring number 3 fairway. I say impossible because there is barely anything left of number 3 now. I am very glad I went to the meeting because Ms. Burcham was unaware that the stakes had been planted and had not seen them.

Here comes another "whoa Nellie" as Ms. Burcham was none too pleased that I brought it to the Council's attention before she became aware of it. I was very forgiving and said that I believed the stakes were just placed last week so it would be understandable that the City Administration may not have seen them yet. However, after the meeting when I approached her to reassure her that the stakes were recent I got the "ice box" and "no lookie in the eyes" shut out demeanor that has defined Ms. Burcham these many years. She gave me the pictures back without looking up .. "here you probably want these back ... we'll go out and take a look". I just hate that, just really hate that, smile, @:D

Guide to Roanoke Parks & Recreation



Did you get your guide to Roanoke Parks and Recreation today? The cover picture of Mill Mountain with the Wachovia tower and Mountain View Mansion in the background was really an eye-catcher. As I paged through the guide, the listings of parks and recreation centers with activities aplenty - I wondered if by chance the City-owned Countryside Golf Course would make it's way into the guide. Not to my surprise - it was no where to be found.

However, under "the youth" on page 28 there was: First Tee Golf (8-17) Through Playing golf, a child can have a wonderful outdoor recreational experience while developing coordination, character and sportsmanship. Complete all six classes and receive a certificate for additional opportunities. FREE - no mention of Countryside Golf Course the City-owned Municipal golf course.

Turning a few more pages I came to "investing in Roanoke's p&r system" where an article by Vic Garber, Superintendent of Operations at P&R wrote about the recent Roanoke Parks and Recreation Master Plan update. The first bullet caught my eye "Ensure the plan is what the citizens of Roanoke want". Since many of the Countryside Neighborhood attended these meetings I am not sure how seriously I should take that bullet point.

As I read the list of Capital Improvement Projects and the amount of $$ allocated for each one I eagerly searched for any of the 13 projects that had the word "golf" in it. I was disappointed. The closest thing was number five (5) which read "Land Acquisition: additional lands for NW neighborhood parks; a regional sports facility with Roanoke County; finish the greenway system: $3.3 million." This seems like an awful lot for just $3.3 million and sounds more like leftovers from the total allocation of $74,893,000. Heck, the golf course cost $4.1 million. $3.3 million won't even pay off the $4 million loan the City took out on the property.

Who/what received the largest slice of this pie? THE WINNER IS: a Multi-Purpose Community Recreation Center (not in NW) for $21.8 million. You see we were told at the Parks & Rec final plan presentation that NW will get to share with Roanoke County the I-581/I-81 planned recreational complex. Well someone needs to inform Roanoke County because the Parks and Recreation Director there basically said HUH?

The last paragraph in the article reads: "Is it worth investing in this plan?" When Roanoke City puts the first dime into this golf course my answer will be "yes" but until then .... 4.4% of this $75 million pie is just not quite a big enough slice for Northwest.

State of the City Address - 2007

Neighborhood Services pays the fee for presidents of Neighborhood Organizations to attend the yearly State of The City address by our Mayor. This event is sponsored by the Chamber of Commerce. If I had to pay it would have cost almost $30 for breakfast. I thank Neighborhood Services and the City for sponsoring our attendance as we are the only common folk that get invitations. Of Course, I wore a SAVE COUNTRYSIDE tag at the event.

At any rate I sat with other Neighborhood Organization Presidents and did get to mingle before heading to work.

I will not repeat what will be reported in the media about the contents of this years State of the City. However, I would like to point out that the table where I was seated all commented on the Mayor’s initiative to move “experienced” teachers to under performing schools. Almost in unison we said “that is a good way to lose experienced teachers”.

I attended last years State of the City address and listened as the purchase of the Countryside property was touted as increasing the housing stock in Roanoke City - the 4.1 million dollar purchase and Roanoke City’s first entry into the real estate business.

Now imagine if the State of the City address was required to reference the State of the City address from the prior year. What happened to the City’s purchase of the Countryside Property? How much of our tax money was flushed into that great “sewage treatment plant in the sky”. Yes, we are all still making that mortgage payment on the property with our tax dollars while the operator of the golf course pockets all the revenue. Interest only is fast approaching ½ million dollars. Let us now plan the proper use of this property and fulfill the long overdue promise of parks and recreation for our area. Great lead in to the next State of the City topic ….

Parks and Recreation Master Plan touted - Many of the Countryside Neighborhood folks attended the Parks and Recreation workshops. We made the case for Parks and Recreation to take over operating the Countryside golf course at every workshop and forum we attended. Mr. Boucher, Parks and Recreation Director, said all the city had to do is hand it to them and they could operate it with no problem. I imagine though they would need some expertise in “turf” (greens keeper) and an experienced golf course manager.

Did the Mayor speak of Countryside you eagerly ask? Well, no mention of that boondoggle. No mention of its future. NO PRESS CONFERNCES for us – which is a whole other sore spot for me. We will be vigilant and watch for “WHO SPEAKS FOR US?”

Can a previously annexed portion of the City that gets ZERO attention revolt and become “unannexed”?

NO ANNEXATION WITHOUT REPRESENTATION!

That sure would have made a great sign to hold up at the State of the City address. Would bet I’d never get another invitation to that function.

When you go downtown to the city market stop and thank Gary Crowder owner of Wertz's Restaurant and Bar for having our petition next to their petition that reads "Please sign this petition to support the amphitheater in Elmwood Park to help the downtown business district." Be sure to support Mr. Crowder and sign his petition.

Those who attended and helped gather signatures were Ken and Rosanne Saunders, Mike Higgins, Al Steele, Cecelia Burks, and Carolyn Word.

We gathered about 120 signatures and our T-Shirts were instrumental in drawing the crowd. Congressman Goodlatte signed our petition as well as Councilman Sherman Lea, Sr.

Events like this really get the word out. We had a line at times to sign the petition. We had eager signers and those who did not know about the situation.

Countryside Member at Local Colors

This is a very lively Philippine folk dance performed in different regions in the Philippines. There are many different versions of this dance. The number of steps and figures of which are unlimited. This dance is performed in any kind of social gathering including wedding parties, receptions , and barrio fiestas.

Henh Ly Remembered Today - April 22nd

The Memorial Park Conservancy works to protect and enhance Memorial Park, one of the state's largest urban parks and a beloved outdoors destination - Houston, TX.
Henh Ly, the Roanoke resident victim of the Virginia Tech tragedy was laid to rest today. The inspiring story was again so beautifully portrayed to all in attendance at a noon service held in the William Fleming Auditorium. All who attended received white wrist bands with his name and the dates - November 21, 1986 - April 16, 2007. A slide show of pictures portraying his life from a very young lad to his days at Virginia Tech. Henh's inspiring graduation speech was played. His grieving family sat in front of his coffin. A large picture of a smiling Henh Ly with twinkling eyes stood beside the coffin. Each student told their stories of Henh Ly exuding both laughter and tears from the audience. Dignitaries came to pay their respects to this amazing young man's life. A life that brought him to American from Vietnam at the age of 5. All spoke to Henh Ly's hard work and achievement of academic excellence.

The Memorial Service is over. Will we forget? Let the end of the Memorial Service not be the end of his story. Let it be the beginning of a memorial that will inspire others in years to come. Again I ask for comments on what I/we as Roanoke citizens can do to honor this young man's life. What would be fitting as inspiration to all who come to America in pursuit of the American dream?

“Henh Ly Memorial Park” where now the sign reads “Countryside Golf Club”. On the plaque would be the words Henh Ly wrote in his 2006 William Fleming Yearbook, a quote by Ralph Waldo Emerson, “To finish the moment, to find the journey’s end in every step of the road, to live the greatest number of good hours, is wisdom.” I envision the park to serve as an inspiration to us all for all the years to come. I will add more later as this was an emotional draining day.
